"Defendant has created and continues to create a public nuisance in violation of Illinois law by operating its [permit] in a manner that substantially and unreasonably interferes with the public right to fish and otherwise recreate in the Chicago River," Wilson ruled.

A spokesperson for the Chicago Police Department said the agency is giving Trump’s flagship Illinois property “special attention with the appropriate resources."

The regulations at issue for Trump Tower were prompted by a Clean Water Act provision intended to help restore lakes and rivers by forcing polluters to reduce water withdrawals.
